now performing the duties of the Harbour Master's deputy.

Mr. Stiff is hard-working, capable, willing, reliable

and extremely conscientious in the performance of his

duties and is strongly recommended for confirmation in

the substantive post of Assistant Harbour Master by the

Harbour Master, who is most anxious to have at least one

administrative assistant who has long experience of the

department. I enclose a form of particulars of the vacant office and a P/2 form in triplicate duly completed

Enclosure No.4 by Mr. Stiff shewing the details of his career and would

also refer you to the annual confidential reports on his

work and conduct.
